Maksim Popov is a Candidate of Science (Law) specialising in regulation of land relations and urban construction activities, rendering legal support for development and acquisition of real estate and advising on projects involving acquisition of public property.
Maksim has extensive experience of providing legal support for major investment projects, including advising on acquisition of rights to both publicly and privately owned land plots, conversion of land plots to other land categories, change of their intended use (agricultural and forest lands), construction of industrial, commercial and infrastructural facilities, i.e., pipelines, cables and other linear works. Maksim also acts for investors’ in defending their rights to land and real estate.
Maksim Popov was selected by peers for inclusion in The Best Lawyers in Russia 2013-2021 in the fields of Real Estate Law and Land Use and Zoning Law. Chambers Europe 2014-2017 also recommended Maksim as one of the best real estate lawyers in Russia.
Advised an X5 Retail Group – an LSE listed company and Russia’s biggest food retailer - on acquiring of several hundred stores in Central and Volga regions of Russia.
Advised UFG Real Estate Russia (a leading real estate private equity fund (owners and asset managers) in Russia) and Orientir Development (former Logopark Development – a leading industrial park developer in Russia) in connection with sale of Sever-2 logistics park located in Moscow Region to Raven Russia, a London Stock Exchange-listed property investment company with a Russian property portfolio valued at USD 1.64 bn.
Advised Globus, a German hypermarket chain, on its expansion on the Russian market, specifically on acquiring a land plot and properties in north-east Moscow for a new hypermarket.
Providing Kimberly-Clark with comprehensive legal support for a project for building a production facility in the Moscow Region, i.e., advising on acquisition of land plots, their conversion to other land categories, obtaining permits and authorisations, construction issues, utility infrastructure, environmental and ecological aspects, representation in arbitration courts, etc.
Advising Mars Inc. on acquisition of land plots for accommodating 2 factories in Russia, i.e., handling permits and authorisations, land conversion and permitted use issues, environmental aspects, utilities and infrastructure, etc.

M. Popov is a recognised expert on sale and purchase of agricultural land and provision of land plots out of public land and has written over 50 publications on legal regulation of land relations, including five books. In addition, for several years, Maksim has been a lecturer at the Statute Law School, the country’s leading non-state educational institution providing further education for lawyers.
