Alexander Muravin


Alexander focuses on Russian and EAEU antitrust law and public procurement laws.

The key focus of his professional practice includes supporting clients during Russian FAS investigations, assessing permissibility of agreements and assisting clients in abuse-of-dominance matters.

Alexander’s expertise covers legal regulation of pharmaceutical operations and medical product circulation, telecommunication technologies and software. He has a wealth of experience in advising major clients. Alexander has contributed to assisting clients during Russian FAS audits, participated in mock antitrust raids requested by clients, and developed antimonopoly and compliance policies for major international companies.

He has also been selected by peers for inclusion among the best lawyers in Antitrust Law in Russia according to Best Lawyers in Russia 2021 Edition and recommended by The Legal 500 in the Rising Stars category.

Alexander is proactively involved in lawmaking.  He is a member of the Competition Experts Association, cooperates with the Corporate Counsel Association and Association of European Businesses. Alexander has contributed to developing several Russian FAS-approved, nonbinding (recommendatory) documents for pharmaceutical and telecommunication market players.

Antitrust dawn raids and representation in cases relating to antimonopoly law violations

  • Assisted NPK Katren JSC in an unscheduled dawn raid by the Novosibirsk Region FAS Office triggered by pricing control measures on the market for personal barrier protective equipment.
  • Represented Moscow-Cargo in an investigation and subsequent antitrust violation case. The BCLP team’s legal support resulted in the case being terminated during consideration by the antimonopoly authority.
  • Represented Delrus before the Court of the Eurasian Economic Union.
  • Acted for Zeppelin Russland during a dawn raid by the Cartel Department of the Federal Antimonopoly Service (FAS) in a joint investigation with the Eurasian Economic Commission Antitrust Department.
  • Provided legal support for a major international brewing company during internal audits for antitrust compliance.
  • Audited Dr.Reddy’s Laboratories for compliance with the antitrust law and for the client’s local regulations being in line with the FCPA best practices (jointly with the BCLP office in Washington).
  • Successfully represented Baker Hughes against a complaint filed by a Gazprom subsidiary with the antimonopoly authority alleging that our client was violating the terms of a tender for providing drilling equipment for the Kirinskoye gasfield.
  • Conducted an internal antitrust compliance audit for Glenmark.

  Advising on Pharma

  • Assisted NPK Katren JSC in its relations with pharmaceutical manufacturers, including advising on various antitrust aspects: regulatory compliance, supply and undersupply of goods, etc.
  • Advised Johnson & Johnson on complying with the antimonopoly law and developing terms of trade.
  • Advised Sanofi on commercial, antitrust and regulatory issues arising during production and distribution of pharmaceutical products.
  • Developed a commercial policy for Dr.Reddy’s Laboratories.
  • Advised Dentsply UK ltd, a major global producer of dental equipment, on the Russian and EAEU laws on medical product packaging.
  • Provided advice to a leading manufacturer of innovative medicines as part of assessing competition limitation risks triggered by localisation of packaging processes in Russia and establishing exclusive relationships with companies involved in production of packaging materials and distribution of medicines.
  • Advised a major manufacturer of medicines on circulation, registration and promotion of medical products, as well as its relations with medical staff and healthcare specialists.

Advising on IT / Telecommunications

  • Provided comprehensive support for CISCO on a variety of regulatory and antitrust issues arising in arranging the operations of different CISCO services in Russia.
  • Verified and adapted a set of policies of a Russian IT company group for compliance with the best industry practices of the US anti-corruption legislation.
  • Contributed to a high profile audit of the RBK Money electronic payment system.
  • Advised YUM! Restaurants International Russia & CIS on regulatory requirements on processing payments accepted by a franchisee from individual clients.
  • Advised SIA JOOM on marketplace operations and drafted a set of template contracts with clients and merchants.
  • Provided support for the Vezet group in its relations with the Russian FAS in assessing competition on the taxi aggregator market.

Advising FMCG and car manufacturers

  • Advised a major toy manufacturer on Russian antimonopoly compliance and a variety of commercial issues. Drafted local antimonopoly policies and procedures.
  • Developed a package of local regulations and template contracts for Perfetti Van Melle to comply with the trading and antimonopoly laws.
  • Advised Volkswagen, Jaguar Land Rover, Hyundai on assessing antimonopoly compliance risks and developed risk mitigation mechanisms, drafted agreements and advised on commercial issues.
  • Provided legal support for MARS and ROYAL CANIN in handling day-to-day aspects of product distribution, bonus system development, drafting and approval of policies and procedures, and advised on commercial and antitrust issues.

Economic Concentration Control

  • Advised the Vezet company group on sale of its software and call centres to Yandex.Taxi.
  • Completed acquisition of Linx Telecommunications for our Hong Kong client CITIC Telecom International (part of CITIC Securities).
  • Advised Intel on Russian aspects of acquisition of Soft Machines Inc., a US-headquartered group of companies engaged in Telecommunications.
