Senior associate of Goltsblat BLP is awarded a certificate of merit by the Russian Federal Antimonopoly Service “for his outstanding personal contribution to implementation of the state policy for development of competition and fruitful cooperation with the antimonopoly authorities”.

Alexander Partin, senior associate of Goltsblat BLP, has been awarded a certificate of merit from the Russian Federal Antimonopoly Service (the FAS) “for his outstanding personal contribution to implementation of the state policy for development of competition and fruitful cooperation with the antimonopoly authorities”.

The certificate of merit was awarded to Alexander Partin for his active involvement on behalf of Goltsblat BLP in the work of non-profit partnership “Promotion of Cooperation Evolvement” to assist the anti-monopoly authorities in their law-making efforts, specifically in drafting a Resolution of the Russian Government on general exclusions from vertical agreement rules and amendments to current Federal Law No. 135-FZ “On Competition Protection”, the Russian Federation’s Code of Administrative Offences and the Criminal Code of the Russian Federation concerning liability for violation of antimonopoly law (the so-called “second antimonopoly package”).

These bills were adopted by the Russian State Duma at the first reading, so Alexander Partin, together with other members of the non-profit partnership “Promotion of Cooperation Evolvement”, is now negotiating proposed amendments to these bills with the FAS, to be discussed by parliament at the second reading.

In addition to the above bill, the non-profit partnership and the Russian FAS are discussing possible amendments to other areas of competition law, including amendments to Federal Law No. 57-FZ “On the procedure for foreign investment in business entities of strategic importance for ensuring national defence and state security”, the new version of the law on natural monopolies, antimonopoly control on the financial markets, etc.
