Goltsblat BLP and the Russian Corporate Counsel Association joint held a workshop “Changes in Anti-monopoly Law: New Rules of the Game”


On 26 May 2009, Goltsblat BLP and the Russian Corporate Counsel Association jointly held a workshop “Changes in Antimonopoly Law: New Rules of the Game”. The workshop was held at the Baltschug Kempinski Hotel in Moscow.

Anti-monopoly law is being revised again and market participants have to react swiftly to the legislative innovations.

The purpose of this workshop was to notify market players of new developments in Russian anti-monopoly law and current law enforcement practice and discuss the changes that need to be made to business operations in light of these amendments.

Workshop participants discussed the following issues: key amendments to anti-monopoly law; the overriding focus of the anti-monopoly authorities; the most effective form of liaison with the anti-monopoly authorities; the rules applicable to participants in agreements on commodity and financial markets; conditions for release from liability; amendments to anti-monopoly control over conclusion of the transactions; international experience that is leveraged by the Russian anti-monopoly authorities, etc.

State Secretary and Deputy Head of the Russian Federal Antimonopoly Service A. Tsarikovsky provided clarifications on the key aspects of the amendments to anti-monopoly law concerning regulation of the activities of market participants and the state authorities. Goltsblat BLP experts from Corporate/M&A, Commercial and Litigation Practices and Anti-monopoly Group of Goltsblat BLP also spoke at the workshop: Elena Trusova, Head of Group, Nikolay Voznesensky, Senior Associate.

David Harrison, BLP Partner from London and Head of EU and Competition Law, provided his views on international cartels.

The event was also attended by A. Dorovsky, Regulatory Department Head at the Legal Directorate of the Federal Antimonopoly Service of the Russian Federation.

State Secretary and Deputy Head of the Russian Federal Antimonopoly Service A. Tsarikovsky commented in his speech: “This may well be the first public speech on the ‘second anti-monopoly legislative package’. The package is being presented for the first time as a real legislative initiative. The draft laws are now due for a second reading at the State Duma of the Russian Federation and lawyers still have an opportunity to affect the contents of this package.”
