Goltsblat BLP advises that Federal Law No. 108-FZ "On Preparation for and Holding of the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation" was adopted on 7 June 2013 (the “Law”).
Under the Law, the Government of the Russian Federation is to approve a Programme for Preparing for the 2018 FIFA World Cup in Russia. The Programme will, in particular, list the infrastructure facilities intended for preparing for and holding the sports competitions, such as sports facilities (including stadia and training grounds) and the social, transport, utility and other infrastructure required for staging the events. The regulatory specifics relating to town-planning activities, state environmental expert review, land and housing matters, and use of protection forests have been established with respect to such facilities.
These specifics are, in many respects, similar to those established by the legislation on holding the 2014 XXII Winter Olympic Games and the XI Winter Paralympics in Sochi. For instance, until 31 December 2017, in Russian Regions hosting 2018 FIFA World Cup and 2017 FIFA Confederations Cup matches, compulsory purchase of land plots and (or) the immovable and other property they accommodate will be permitted for location of infrastructure facilities. The procedure for this is, moreover, simpler than that envisaged by the general legislative provisions. For accommodating infrastructure facilities, forest felling is permitted without the restrictions imposed by the forest legislation, other than in forests located on specially protected natural territories and in specially protected forested areas.
In addition, the Law establishes a special regulatory framework for arrival in and departure from the Russian Federation by foreign citizens and stateless persons and relating to work by such individuals in Russia in connection with the given sports events.
Save for certain provisions, the Law came into effect on 07 June 2013.
