Cadastral value of land in Moscow and the Moscow region will increase substantially after 1 January 2013

On the “old” territory of Moscow, the greater increase in the average level of the cadastral value specific indices will relate to land plots designated for multi-storey residential buildings (almost double), highways and infrastructure facilities (2.6-fold). The cadastral value of land plots for industrial buildings has increased 1.25 times, for trading facilities and hotels — 1.4, and for office buildings — 1.6-fold.

Owing to expansion of Moscow’s territory, the cadastral value of land on the territory of “New Moscow”, i.e., municipalities that used to be part of the Moscow Region until the middle of this year, has been changed. Its cadastral value went up 1.5-2 times on average, yet it still remains much lower than the average value of similar land plots within “Old Moscow”.

In theMoscow Region, the cadastral value of the following land plots is to increase:
plots of land used for industry and land of other specialised designation (by from 10 up to 100% of the previous cadastral value, depending on the permitted use of the relevant land plot) and
plots of specially protected natural territories (the range of values here is rather wide — from several dozens to several hundreds of per cent).

Please note that the cadastral value of land plots is used for calculation of the following:
lease of state or municipally owned land;
prices of state or municipally owned land plots in the event of their purchase by owners of buildings and constructions located thereon;
land tax (for owners of land plots).
