Cadastral chambers may accept and issue documents for real property title registration and provision of information from the realty register.

Legal Update No. 263. 

Goltsblat BLP advises that, as per Russian State Register Order No. P 161 dated 10 May 2011, the Land Cadastral Chamber Federal Authority (the “Land Cadastral Chamber”) in the constituent entities of the Russian Federation is to be gradually empowered to accept and issue documents for real property title registration and provision of information from the Unified State Register of Real Estate Rights and Transactions (the Realty Register).
 
The procedure envisages three commencement dates: 1 July 2011, 1 September 2011 and 1 December 2001, depending on the region.

For instance, the Moscow Cadastral Chamber will receive the relevant powers from 1 September 2001 and those in the Moscow Region and St. Petersburg  - from 1 December 2011, etc.

The functions of registering real property rights and transactions  remain the exclusive right of the Russian State Register authorities, whose territorial departments will also retain their right to accept and issue documents for real property title registration and for provision of information from the Realty Register.
