Legal Update No. 272.

Federal Law No. 246-FZ dated 19 July 2011 has modified the Russian Federation Land and Town Planning Codes to ensure free access to public bodies of water and shorelines.

Supplementing Section 6, Clause 6 of the Russian Water Code, the Law prescribes that water body users may enter into lease agreements for state/municipally-owned land plots located on the shoreline of public water bodies only if they ensure free access to these public bodies of water and shorelines.

The Law also amends Clause 1 of the Russian Town Planning Code, listing public areas, which now also include shorelines of public bodies of water.

The provisions came into effect on 2 August 2011.
