List of border territories approved where foreign persons.


Legal Update No. 211.

Goltsblat BLP advises that, on 9 January 2011, the President of the Russian Federation passed Decree No. 26 “On approving the list of border territories where foreign citizens, stateless persons and foreign legal entities cannot own land” (the Decree), which comes into effect on 19 January 2011.

The Decree was adopted pursuant to clause 3, article 15 of the Land Code of the Russian Federation and introduces a list of municipalities where foreign and stateless persons and foreign legal entities cannot own land. Here is a representative list of such municipalities:

  • Krasnodar Territory:
    • Tuapse District Municipality
    • Shcherbinovskiy District Municipality
    • Anapa Town Municipality
    • Gelendzhik Resort Town Municipality
    • Novorossiysk Resort Town Municipality
    • Sochi Resort Town Municipality
  • Primorskiy Territory: Vladivostok Urban District
  • Kabarovsk Territory: Khabarovsk Town Urban District
  • Akhangelsk Region: Arkhangelsk Town Municipality
  • Belgorod Region: Belgorod Town Urban District
  • Kaliningrad Region: Kaliningrad Town Urban District
  • Leningrad Region: Vyborg District Municipality
  • Pskov Region: Pskov Town Municipality
  • Rostov Region:
    • Azov District Municipality
    • Krasnosulinskiy District Municipality
    • Azov Town Municipality
    • Taganrog Town Municipality
  • City of St. Petersburg: Kronstadt District.

Please note that these restrictions do not apply to Russian legal entities in the authorised (charter) capital of which foreign citizens, stateless persons and foreign legal entities hold ownership interests.
