New ways to get information from the Realty Register: on-line and by e-mail.

Goltsblat BLP advises that Order of the Ministry for Economic Development of the Russian Federation of 14 May 2010 No. 180 approves the Regulations on submission of enquiries for and provision of information contained in the Unified State Register of Real Estate Rights and Transactions (the Realty Register) and the new format for requesting information from the Register.  

In addition to enquiries in person and/or by post, enquiries can now be submitted and information provided by e-mail or via the official website of the Federal Service for State Registration, Cadastre and Cartography (the Website).

If the request for information is submitted personally, it can be submitted to any authority engaged in state registration of real estate rights and transactions, no matter where the facility is located or the rightholder resides (is located).  In other cases (including if the enquiry is submitted by post, e-mail or via the Website), it must be sent to the rights registration authority at the location of the facility.

If an enquiry is submitted by e-mail or via the Website, by the next day at the latest the enquirer should receive a response indicating the registration number of the enquiry, the payment code and bank details for paying the fees for provision of Realty Register information.  From 1 November 2012, the fees need to be paid within a month of the enquiry being submitted, with the period for provision of the Realty Register information running from receipt of the payment. 

If e-mail or the Website is used, receipt of the enquiry is confirmed and the response provided using an electronic digital signature. If the enquiry is submitted by post, the enquirer’s signature must be notarised.

Certain deadlines for provision of Realty Register information have been changed.  In particular, until 1 January 2012, general information about the rights of an individual person to its real estate facilities is provided within 14 days of the enquiry being received.

The given procedure for submitting enquiries for and providing information from the Realty Register came into effect on 23 October 2010.
