State real estate cadastre information provision fee introduced on 16 October 2010.

Goltsblat BLP advises that, on 16 October 2010, a fee was introduced for provision of information from the state real estate cadastre.  The procedure for collecting state real estate register (SRER) information provision fees is established by Order of the Ministry for Economic Development of the Russian Federation No. 343 dated 30 July 2010.

The fee is paid after a request for provision of information from the state real estate register is filed in electronic format and before if such a request is filed by a representative of the legal entity by post or in person in hard copy. If the request is filed by an individual applicant in person in hard copy, the fee is paid at his/her own discretion - either before or after the request is filed.

It should be noted, however, that, pursuant to paragraph 24 of the Procedure for Provision of Information from the State Real Estate Register (under Order of the Ministry for Economic Development of the Russian Federation No. 75 dated 27 February 2010), if the fee is paid after the request is filed, the request is deemed received either when the cadastral registration body receives the document confirming payment or on the working day following transfer of funds by a payment agent or accounting authority through which the payment is made and with which the cadastral registration body has entered into payment acceptance agreements.  The term for provision of information from the state real estate register runs from the day the request is received by the cadastral registration body and is calculated as outlined above.

The fee for provision of information from the state real estate register differs depending on the format in which the request is filed (hard copy or electronic document) and on the status of the applicant (individual or legal entity):

  • for individuals:
    • for provision of documents in hard copy:
      • 400 roubles - for 1 copy of a cadastral extract in respect of real estate property;
      • 200 roubles - for 1 copy of the cadastral passport for real estate property;
      • 800 roubles - for 1 copy of the cadastral plan of the relevant territory;
    • a unified fee in the amount of 150 roubles applies for provision of these documents in electronic format;
  • for legal entities:
    • for provision of documents in hard copy:
      • 1,200 roubles - for 1 copy of a cadastral extract in respect of real estate property;
      • 600 roubles - for 1 copy of the cadastral passport for real estate property;
      • 2,400 roubles - for 1 copy of the cadastral plan of the relevant territory;
    • a unified fee in the amount of 300 roubles applies for provision of these documents in electronic format;
