No. 73. How to register foreigners at their place of residence or record them at their place of stay
Goltsblat BLP advises that Federal Law of 19 July 2009 No. 199-FZ “On Amendments to the Federal Law “On Immigration Recording of Foreign Citizens and Stateless Persons in the Russian Federation”“ (the Federal law) comes into effect on 21 October 2009.
Foreigners are currently registered at their place of residence or recorded at their place of stay in the Russian Federation.
The Federal Law establishes that foreign citizens must submit an application for registration at their place of residence to the immigration registration authority within 7 working days of receiving their permanent or temporary residence permit or of arriving at the residential address at their chosen place of residence.
With respect to recording foreigners at their place of stay, the Federal law stipulates that, if foreigners are staying in a hotel, healthcare or social services institution, are working on a rotation basis or have no place of residence, the notification of arrival at their place of stay must be submitted to the immigration authorities within the 1 working day following the day of arrival (and not within 24 hours, as it currently the case, since foreign citizens might arrive in the Russian Federation on days off or public holidays, when it would be impossible to send off the relevant documents).
In addition, if foreigners hold the title to residential premises on the territory of the Russian Federation, they may declare the premises as their place of stay and register at their place of stay themselves by submitting notice of their arrival to the immigration authorities.
