Moscow Master Plan Adopted.

Goltsblat BLP advises that Moscow Master Plan has been adopted.

1. City Master Plan.

On 13 June 2010, Moscow City Law No. 17 “On the Master Plan for Moscow” of 5 May 2010 (the Law) came into force.

The Law is accompanied by regulations on planning the city territory, maps, planning layouts of Moscow, etc., available (in Russian) in .pdf format at:

From the practical point of view, the appendices to the Law allow determination of:

• the functional zone (public, residential, industrial, etc.) within which an existing or planned real estate facility is sited (page 5, volume 2),
• whether an existing or planned real estate facility is located within the boundaries of:
  • sanitary and water buffer zones (page 163, volume 2);
  • specially protected natural areas, natural zones or green spaces (page 429, volume 2);
  • cultural heritage protection territories and zones (page 519, volume 2);
  • planned transportation lines and facilities (pages 369, 405 and 441, volume 3);
  • reorganised territories and development areas (page 573, volume 3).

2. Land Use and Development Rules.

Apart from the Master Plan, the Moscow Law also approves the Land Use and Development Rules under which the city territory is to be divided into territorial zones. Separate town-planning regulations will be introduced for each territorial zone in order to define the legal framework for land plots and all facilities located under and on their surface used for land development and for subsequent operation of relevant capital construction projects.

3. Master Plan Implementation Programme.

A Moscow Master Plan Implementation Programme is to be adopted by the Moscow Government before 13 September 2010. It will contain:

• planning documentation development timelines for siting capital construction projects of federal significance, to be used for determining or specifying the boundaries of the underlying land plots;
• timelines for preparing design documentation and developing capital construction projects of federal significance;
• a financial feasibility study for Master Plan implementation.
